    Question:
I have a YTH22V46. I finished mowing, then pulled the brake/neutral release rod at the back outward to allow me to push/roll the tractor into its storage location.

Normally I just press the brake pedal on the left side with my foot to re-engage, so that it will no longer roll freely, but this had no effect. The mower could still roll freely. I manually pushed the rod at the back of the mower back in, and it clicked into place, but the mower STILL was able to roll freely. I repeated this a few more times with no luck.

Searching around, 99.9% of complaints involve the opposite problem, the mower being unable to go into neutral, or parking brake unable to release, so I can't really find anything on the exact issue I'm having.

Any idea what may be going on here? Anything to look for? Thanks!

EDIT: Probably obvious, but after reading the manual what I'm referring to is the freewheel control. So the mower is stuck in "freewheel mode" and it seems that the transmission is not re-engaging.

Sure you got a YTH and not YTA? What you describing is funcition the General Transmissions RS800 transaxle and not the Tuff Torq K46. Please verify which transaxle you got or at the model number of the mower.

If  the RS800 then it can be a broken bypass spring.

If the K46 can it not fully returning to engage position or have internal problems.

I think a very simple solution would be desired here when talking of transaxle issues if possible. I would like to throw this thought out there.

This freewheel disconnect is a wire.  It is very thin and will bend easier than a wire coat hanger. It connects in a similar way to the arm on the transaxle that the links for the motors governor control do. Before going to catastrophic, (not like the K46 hasn't earned that reputation) let's check the other end.

The wire dosen't have a completely straight approach to the transaxle arm and can (I've done this and can proudly say it because it's a cheap fix) bend enough times to break or more likely, work loose from the arm.

I'm sending a picture of the area (mine is K66 but the method is the same). If you look through where your rear wheel is or if your battery is under the seat, remove the battery and look under the plastic carrier and if its too bent (got short) or is hanging, then you may have solved this with little to no money. I'm curious, please let us know what you find. The first is the arm and the holes. The second will be on another post, and the third on another post, I hope this gives you an idea of what to look for.

      Very Respectfully,
