Honestly I would take that back to the dealer ASAP, mine works and adjusts great just like it is suppose to.
Did you get it from a Hus. Dealer or a namebrand store?

If the mower is placed on concrete, and the wheels are put in the lowest position does the unit roll? If so there is nothing wrong with the mower. The only other solution would to be purchase a mower that is a smaller cut which moves the wheels closer together. Wheels closer together are typically less likely to cause scalping on an uneven yard. There is no provision for lowering the blade.
