I just bought a 125b blower. it seems to work find but at full load there is a surging up and down. Is this normal?

It is upsetting that you have had this issue.
The blowers surging is not normal, the blower should run at a steady RPM. This will need to be taken to a local authorized Husqvarna service center most likely for a carburetor adjustment.
