Question:

I most recently purchased a HU700L and ordered the rear chute. My question is:you advertize a orange band on each wheel. Are these bands functional? My unit did not have them.

These bands are not functional and are not on all product versions. Based on the full 11 digit product id is what determines if the wheels have bands or not.

Again they are not functional, if your mower did not have them then it wasn't supposed to by the build.
