Walk Behind Lawn Mowers

I just purchased a 7021P walk behind lawn mower (Mod. # 961330030 00) from Amazon. It is missing a part at the bottom of the bracket for the handle. Not sure what it is called,but it is like a round cotter pin. Can I get one sent to me? I have attached a pic.
