My new MZ6128ZT mower will not stop rolling on a slight hill...escalated

Question:
My new MZ6128ZT mower will not stop rolling on a slight hill when the parking break is set. The lever at the wheel turbines is moving as far as it will go. It stops and the spring continues to compress. The adjustment seems OK. What can I do or is this normal?
