Question:
My LTH1542 has some sort of diaphragm between the fuel filter and carb, as well as an electric thing (choke) on the bottom of the carb.
Is the diaphragm thing a fuel pump?

That sounds like the vacuum operated fuel pump and item on bottom of the carburetor is an anti after-fire solenoid will shuts off the primary fuel through the main jet.
