The choke is just a simple butterfly mechanism that opens or closes the air intake of the carburetor. You can remove the air filter and make sure nothing is blocking the butterfly from moving.
You can try a simple fix by removing the fuel and the air filter and turning the machine upside down. Shake it side to side and look for anything to fall out. If its just small debris it should be OK to replace the air filter and try the choke again. If a screw or any other mechanical fastener falls out you may need to take the machine to a service center and have those guy's remove the carburetor to see if there is any damage.
If you can shake the machine and it sounds like metal moving around inside the engine DON'T TRY TO START IT. You may cause more damage to the piston and cylinder.
