    Question:
We purchased a 7021R walk-behind variable speed mower in February of this year (2013). The levers that start the self-propel feature are very stiff. For a woman I am relatively strong, and I cannot hold the levers (or lever) close to the push bar for more than 5 minutes. In addition, the speed does not vary, that is, the rear wheels are either going or stopped. I like the mower - it cuts well and is very quiet! Please help so I can cut the lawn without pain.
    Details:

I tried adjusting the turn-screw on the speed control as indicated in the owners' manual.  Those adjustment did nothing to change the situation except make the lever(s) difficult to squeeze farther out from the handle.
