Zero Turns

I bought a zero turn about a month ago. I am having a problem with the belt coming off and also it continues to roll when I put the arms in neutral position and locked. It will continue to roll till I put the parking brake on. I called an authorized repair shop and was told I would have to pay first and they would refund my money once Poulan pays them. This is not the way a warranty is supposed to work in my opinion. Is this correct?
