Don't have snow blowers here in the South but I found this in the operating manual that might be what you looking for.
Steering triggers are used to assist in steering your snow
thrower. The triggers are located on the underside of each
handle. When a trigger is squeezed, it disengages the
drive wheel on that side of snow thrower and allows it to
turn in that direction.
• To turn left – squeeze left side trigger.
• To turn right – squeeze right side trigger
So I would assume that if you squeeze both you would free wheel but not necessarily. The only other thing I seen in the manual about removing the wheel pins. If this system is similar to that of the small Troy-bilt pony tiller you would pull the wheel pins slide the wheels in and put the pins back in the holes so the wheels don't come off to free wheel.
