Walk Behind Lawn Mowers

I ordered an idler pulley for my hu800awd. It came and I went to install it but the piece does not go on due to what seems like an incomplete part. The pulley came with a spinning metal ring but the bolt that it attaches to will not fit into the hole. Can I see a picture of this or maybe the bolt comes loose and fits in
