    Question:
I have a new RZ4824F mower and want to drop the deck to thoroughly clean the underside for next season. The operators manual and video suggest a simple method to move the idler (tensioner) but this is not possible on my fabricated deck. Please advise method for decompressing the tensioner pully to remove the belt. Local dealers suggest prying the belt off of the drive pully, but this doesn't seem right.

You should be able to push or pull idler assembly depending where you are trying from to remove the tension on the v-belt until you are able to remove the belt from one of the fixed pulleys and then slowly release the idler assembly until it stops.

An alternate method would be to remove the idler arm tension spring itself using a large spring hook tool.  This tool can made from local available rod stock materials. You need someone that is familiar what one is. I use one quite a bit here in my shop when I am working with large springs that needs to be removed and reinstalled The will need a closed loop or t-handle on one end so you better pull tool to unhook and and hook the this spring as they can have a lot tension on them. The tool look will something similar the one picture below which is trampoline spring puller except it may need to longer.

I also Have the fabricated deck and the methods above do not work. You can not get enough clearance to remove the belt. I removed iso bushing now the  Idler assembly hits on deck brace and still lacks at lease one inch of being able to install or remove the belt. The belt had to be rolled on at the factory. I went ahead and dropped the deck anyway cleaned it up now I have to find a way to get the belt back on. I may just go to local belt store and have them make me one just a little bit longer. This is a manufactures defect and they should fix the problem.
