Question:
I have a pull start walk behind mower that will not turn over. Before storing last winter I emptied the gas tank. This weekend I put new gas in the tank, cleaned the air filter, and installed a new spark plug but it still will not turn over. Could the problem be "old" gas still in the engine? If so what can be done without taking the engine apart? If this requires a service repair, how do I avoid this in the future?

Yes it can still old gas in the carburetor and possibly that has clogged the carburetor.
As to how to avoid this in the future first use a fuel stablizer, Second it every couple months for 5 minutes to freshen up the fuel in the carburetor. These two should things should cut down the need for service the next Spring start-up.
