Walk Behind Lawn Mowers

Have 6021P (917.384519) purchased Jun 2013 - didn't start this spring until I used toothpick to hold a slide on side of carb - and then remove after starting on next push - I thought it was the chock. Local dealer started that I needed a new control cable as that slide is a grounding - kill device. Dealer informed me of cost for part - not covered in 2 yr. warranty?? Sounds correct? Any directions for proper installation?
