I will assume that we are talking about the engine and not the wheel motors. There may be a little bit of oil in the machine from the factory, Briggs and Kohler both test run their engines before they ship them out but it should not be full. There may have been some left in the engine and then the dealer technician may have added what would normally be the proper amount.
Now if we are talking about the wheel motors, these units would have come prefilled with oil from the factory, generally the plug that you would use to check the fluid level is a clear window to facilitate in checking to be sure that the fluid level is correct, and the machine would have been filled so that the fluid is at the middle of the window.
