Answer
found out how to do it. removed the rear panel so i could see where the friction disk was positioned on the engine disc when
in neutral and it was on the side for forward a little bit. placed a block between the engine disc and the frction disc carrier.
found that the hand lever for speed selection is fastened with two screws that have slots. loosened them up and moved the
friction disc to dead center of the engine disc.tighted the two screws and now have neutral and reverse. hope this helps
