A couple possible things I can think of. The shifter detent ball spring frozen in place from rust and corrosion. Same rust and corrosion can prevent the shifter fork assembly from moving.
Both problem would require the transmission to removed and it case split to access these points for cleaning and replacement of the damaged parts. This would include replacing the seal on upper case the shifter fork goes through. Hopefully the upper case shaft bearing (the hole in the case) can be simply cleaned up by a reamer and not require replace. The shifter should be replace if rusted as it will pitted.
