Blowers

Starter rope on blower, PVM200FE ( bought last year), oftentimes hangs up and doesn't retract- sometimes it retracts a little sometimes it fully retracts. If you fiddle with it enough it will usually retract. When it starts it runs well.
Took it to repair facility- they said that happens sometimes- not covered under warranty. If not why not? Conversely, how do I keep it from happening again and again until the rope breaks and that isn't covered by warranty. Thanks JPO
