Jim,
The locking pin is used to remove the cutting head. If you look down on the bevel head (where the cutter head mounts), you will see a small hole in the bevel head. Insert the locking pin into the hole and this "locks" the bevel head and allows removal of the cutting head. Just remember to remove the pin before starting the unit.
