Brushcutters

I purchased a 223 brush cutter from Wise Sales on Sept 20, 2014. The brush cutter arrived on Sept 25 by Fed-X. When I opened the box I discovered that the parts to attach the handle to the shaft and all parts to attach the blade were not in the box. I contacted Wise Sales and was told that they would send the parts immediately. After nine days the parts had not arrived so I contacted them again. They blamed the USPS for loosing the parts and told me they were sending again. After more than thirty days of trying I still do not have the parts and cannot use the brush cutter. Please help me.
