I just bought a Husqvarna Lawn Tractor YTH21K46 from Lowes. When I started it for the first time it read 44 on the hour meter. Does that mean there are 44 hours on the tractor? This was suppose to be a new tractor.

It is hard to say at this point, you would need to verify this with a Lowes employee.
The more likely thing is that the key was simply left in the on position for two days before someone turned it off, leaving the key in the run position will cause the hour meter to count up.
If you are concerned about the time function a new hour meter can be purchased at the local authorized Husqvarna service center.
