Walk Behind Lawn Mowers

I have a HU700H high wheel rear drive mower - I am having trouble getting it to free wheel so I can pull it back toward me - I understand about pushing it forward before pulling back but that works very inconsistently - even when both rear wheels free wheel one will subsequently lock up causing me to pull the locked wheel across my lawn - is it malfunctioning ? Fixable? Or is it me?
