That unit should have enough power to climb hills no problem but "tall grass" is a relative term that is open to interpretation.
With that said you may be able to upgrade to a better mulching blade that will move more volume. As for the drive wheels locking up, that is normal for any self propelled machine. If you will push the unit forward about 2 to 3 inches with the drive handle released before you start to pull the unit backwards it roll normally.

Mike I have the same mower. I have tried different blades, don't spend the money. I'm sure it is a design flaw, especially after reading all the other questions. I removed the safety rubber in the back and that made it easier to pull back.
