Blowers

FB25 Recoil was not working properly. Took apart and cleaned, recoil now works great. Problem is during reassembly when the black housing is in place I cannot pull the handle. It is locked. If I raise it up, the recoil is smooth, but when in position to be screwed in, there is no movement. What is the procedure to reassemble to avoid this?
