Either your wiring to the PTO clutch has base spot touching the frame or the PTO itself is shorted. Unplug the PTO clutch and test if the problem goes away then check PTO clutch coil for no less than 1.7 ohms resistance noting there is diode in the so one direction will read less but if directions are the same and below 1.7 ohms then replace the clutch assy.
