    Question:
    I have a cz3815. I have changed the plug, air filter, fuel filter, oil filter, and the oil. It runs but when I turn on the mower deck it won't keep top rpms. The belt is new also. I have the throttle all the way up but not in the choke area. I have checked all the hoses and they are attached.

        Thanks for the numbers. This particular engine design is prone to blowing the head gasket so a compression and a leak-down tests are in order to check for this. These can blow in such a way that engine will use oil and not even smoke and lose compression under load. The two tests I recommend doing are non-invasive so if the the head gasket is good and there is no other cylinder related problems then there no reason tear the engine down.

        Your power lost could also be a problem with the carburetor high speed ports being partially clogged. The engine run off the low speed metering circuits of the carburetor even when at full speed; unless, they are loaded then main metering circuits come into play.

          Ok. I will check that when I get back home. If there is blow by coming out of oil fill tube is that a good sign of the head gasket?

            Actually no that not a good sign. Let me try to explain why.

            When the piston moves up into the cylinder on either a compression or exhaust stroke it would suck air in thru the filler tube then as piston moves back down on an intake or power stroke it then it then blow the air out the filler tube. It is the reason there is cap on the filler tube.

            If your looking a sign of severe blow by without test equipment then look at the breather tube that is attached to carburetor it has a one way check valve that only allows excessive pressure to be released. With excessive blow by oil will deposited into the carburetor throat and then suck in and burned through normal engine operations. Excessive blow by can be either a bad head gasket or badly worn cylinder and rings.
