Tractors

This is the third mowing season with my PB20A46, and it has been excellent up until now. However, recently it has failed to come to a stop when I have taken my foot off the pedal -- two of the last three times I have mowed. It has gotten to the point that it is dangerous to use.

Do you know what the problem might be? How easy is it to fix?
