The purge bulb does not need to remain full of fuel, when the unit is running. It is important to understand this is not a "primer" this is a purge system and simply recircutlates fuel in a closed loop system, using the purge does not create pressure or vacuum.
I suspect you have a different kind of failure. Either restricted fuel filter, or possibly a restricted tank vent. The local authorized service center can perform test on the vent to see if it is restricted (this test takes less than five minutes). If the vent the dealer would be able to replace it and if not the dealer should be able to identify the cause of the failure.
