What about compression? Should flywheel turn easily with fingers, or offer significant resistance?
Your compression need to be at 100+ PSI for most 2 cycle engine to even try to start. Lack compression can be struck ring(s), or heavy scored cylinder and piston. A plugged muffler spark arrestor screen can also cause a non-start condition. Either case you would have a fuel wet spark plug.
