The last years Briggs and some others are using high temperature RTV to seal these. Matter of fact some these this seal must be cut loose to even service the valves.
Remove the cover remove all the remains of the gasket or RTV. Apply a new bead of RTV and re-install the valve cover. Note: since you have been trying to just tighten the cover you may have already bent the mount holes out place and these will need re-worked flat before re-applying the RTV sealant and mounting of the cover..
