First thing to do is check that the blades are straight and balanced. Also check the v-belts conditions. Belt burns ie heavy worn areas cause cause a lot vibrations. Then worry about disengagement problem afterwards as it could be as simple as a loose connector or it could be worse.
The electric PTO clutch can fail but usually it goes completely out instead of having an intermittent problem.
