The answer is no as if this is normal. It is a two cycle set-up that is designed to operate in any position without worries of engine oiling due to fact the oil is in the fuel.
Either there is problem getting fuel to carburetor or is some other problem that is causing it to lean out when turn on its side. Please unit check out by the dealer's service department.
