    I found where to attach the primer line bulb to the tank. There is a nipple on top of the gas tank that this line slides over/connects to. The saw runs great now and the leak is gone because it was actually coming from this nipple that had no primer fuel line attached. 

    The fuel vent acts as a check valve that lets air in but does not allow fuel out, and must be left open to the air like Karla stated.

    The fuel vent  does have a nipple that looks like the perfect place to attach a primer fuel line. Don't do it. Put the line on the Orange nipple that is the correct return to the tank. As I understand on some saws there is another hole to insert the line into the tank 2-3".

    I called a few shops and they were mostly unsure. Karla had it right from the beginning. I appreciate the help.
