    Thanks for your help Eugene, and I greatly appreciate your explanation on how the shut off works.  I was scratching my head a bit when I checked the key and an on/off switches with my meter, for they were open in the on position and closed in the off position, and makes sense now when I think of the push mower I used to have. (I would push the prong that was ground to the block on to the tip of the spark plugs. Turn's out the ground wire had disconnected .... I attached a pic.  Quick fix.  In order to change the spark plug you have to undo, take off, the cover plate that mounts the switches in question, due to the design and length of the plug wire. I must of jarred the ground when I did.  I had another look my unit after your response and found a wire that didn't terminate and for the live of me couldn't figure out where it belonged, so when and looked at an identical until in town, and then it became clear real quick.  Cheers, and thanks again.
