    I  am the person who posed this question.  I found that there is NO PROBLEM WHATSOEVER WITH THE TRACTOR!. The problem was that I was not using the reverse pedal correctly.  I found that you need a combination of DOWNWARD AND REARWARD PRESSURE ON THE REVERSE PEDAL TO INITIATE REVERSE MOTION.  Once reverse is initiated, the speed is proportional to the rearward pressure exerted on the reverse pedal.  Using this combination of downward and rearward pressure on the reverse pedal, I was able to back up  a 15 degree slope without problem.  The gearing is different in reverse than forward, accounting for the maximum speed of about 2.5 mph in reverse.  As William Shakespeare said: "The fault lies not in the stars, but in ourselves."

    Re the forward motion in neutral on a slope, I found that on a fairly steep grade that one needs to exert a bit of pressure on the brake pedal to keep the tractor from going forward - not a big deal at all.

    In all, the tractor is working very well and I am extremely pleased with it.
