Turns out it was a clogged spark suppressor screen and exhaust port. Cleaned the screen, scraped carbon out of the port, she is now a screamer.
I am not using a tach, don't need to, the increase from idle to top speed is only a small increase compared to what full speed on this leaf blower is. Odd thing is, both the old and new carbs do the same thing. I can open the throttle all the way by hand on the carb, the motor acts like it has an rpm limiter. I tried adjusting the carb accorning to factory specs,I put in new fuel ((Premium ) with the correct 1-50 oil mix. I have done everything I can think of to get this blower up to speed.except list it onm Ebay for parts. This is not a simple carb out of adjustment issue.
