i may have found the source of my problem. When I went to empty the gas tank I saw the fuel filter pointing upwards near the top of the gas tank, ie not immersed in gas. So after emptying the gas, I pushed the fuel filter down as far as I could, added back a little gas. The primer bulb filled immediately and the engine started on third pull and ran fine even with throttle open. As far as I could tell, the fuel line looked OK, not brittle or corroded. So, I'm optimistic the issues was related to the fuel filter being dislodged, perhaps by the fuel cap retainer inside the gas tank.

So my next question is: where exactly should the fuel filter be? I don't know if it's supposed to just sit on the bottom of the tank, or if it's supposed to be more toward the front of the tank under the engine where it would be further away from the cap retainer. I don't want the filter to be flapping around and cause a recurrent issue. Any information out there?
