The Husqvarna model 359 chain saw with 3/8" pitch chain uses a 7/32" file to sharpen. The 3/16" file is used on the .325 pitch saw chain.

On a few of these mowers, the axle will allow the wheels to go "over center" and temporarily stick. There has been a axle update to keep these wheels from going "over center".

Sounds like the clutch cover/chain brake is still engaged. That's why it is difficult to take it off.
There is a special tool to reset this chain brake.

Sorry you are having issues with you 235 chain saw.
The clutch cover has nothing to do with the oiler.
When the chain saw is running, oil is being pumped onto the bar and chain. Most of this oil is used to lubricate the bar and chain but some of the oil is also being slung to the back of the clutch cover. This is called residual oil. This residual oil is what you are seeing and is normal.
After you have finished running the chain saw and you have sit the chain saw on the floor, the oil will continue to be forced out for a short period of time. There may even be a small puddle of oil on the floor. This is also normal.
After you have finished running the chain saw and you have sit the chain saw on the floor, if the entire oiler reservoir is emptied onto the floor, this is not normal.

Sounds like the drive shaft isn't lined up with the receiver. Try turning the drive tube back and forth as you push it in so that it can seat fully.

The Smart Start® enables the blower to start quickly with minimum resistance. Resistance in the starter cord is reduced by up to 40%.
Attached to the 125BVX impeller is a mulch blade or fail blade which makes the blower a little more difficult to pull over. The Smart Start® system allows for easier pull of the starter cord.
